VIENNA – The U.S. and its allies are lobbying Russia and China for joint action at a meeting focused on concerns Iran's nuclear program could be used to make weapons.

The 35-nation board meeting of the International Atomic Energy Agency is set to review a report from IAEA chief that outlines such concerns.

The conference opens Monday amid growing fears that Israel may soon strike Iran in an attempt to destroy its nuclear facilities.

President Barack Obama is expected to ask Israeli Prime Minister Benjamin Netanyahu for restraint Monday when they meet Monday in Washington.
